Should more legislation be passed to limit cell phones' use in vehicles?

In a word, yes. It's fairly obvious that cell phone use in cars make drivers less aware of their surroundings, causing slower reaction time and the potential for more car accidents. It is interesting to note, however, that in fact car accidents have not jumped sharply with the advent of the cellular age, and have more or less stayed the same. According to Global Positioning and Navigation News, this could be attributed to the fact that drivers are less likely to reveal their cell phone use as a factor in a car accident. Thus, it is difficult to note whether cell phone related use has actually increased the number of car accidents. The apparent usefulness of cell phones in times of emergency also can't be denied, so how exactly should state laws affect cell phone users?

To put it simply, cell phones without the "hands-free headset" feature (that nearly every phone comes with) should be banned from being used in vehicles. Slightly over a dozen states have passed legislation banning the use of cell phones without the said hands-free kit. Until every state is able to pass such a law, however, it is likely that notorious cell phone users in vehicles will continue to roam free on state highways.
