Public cell phone testing began in 1977. The first trials began in Chicago with 2000 customers, and eventually other cell phone trials appeared in the Washington D.C. and Baltimore area. Another separate company in Japan began testing cellular phone service in 1979. Several years later, the FCC authorized commericial cell phone use in the USA. In 1983, "the first American commercial analog cellular service was made available in Chicago by Ameritech" (Selling the cell phone 2). By 1987, however, it was clear that something needed to be done about eventual overcrowding of cell phone frequencies. There were already more than a million cell phone subscribers. The FCC again came up with a solution: allow companies to research different technologies that could somehow free the cell phone airways.
